The chart draws, but the numbers look wrong
A field is bound but nothing appears

Category and images from a different table
If the Category and Image URI come from a dimension table and the Measure from a fact table, create a one-to-many, single-direction relationship between them in Model view.
The visual is blocked in the Service
Licensing is per user and managed by Microsoft. Power BI Desktop always renders, with a watermark; the Power BI Service requires a licence for everyone who views the report. See Get and install the visual.
