Features
Daylight Saving, Handled
This is the part that catches everyone out. A fixed UTC offset is correct for about half of every year, so a clock built in January quietly goes an hour wrong at the end of March. Every transition for every zone you choose is worked out in advance and carried inside the spec, so the clocks change when the clocks change — including the southern hemisphere, where they go the other way.
