You get access to copy the Vega JSON spec directly from this page. Build the legend with the controls, then paste the spec into Ataytis Vega Studio inside Power BI Desktop. The entries travel inside the spec, so there is nothing else to set up.

No. The legend carries its own entries, so there is no table to build, no measure to write, and no column to assign. Drop the visual on the page and paste the spec.

You could, and plenty of people do — that is exactly the job this replaces. The difference is what happens afterwards. A hand-built legend has to be re-aligned every time it changes, and it quietly stops matching the report when somebody moves a threshold. This one is edited in one place and pasted back.

Not as supplied. The entries are fixed at the moment you copy the specification, which is what allows the legend to sit on the page without a data model behind it. The specification is ordinary Vega, so binding it to a field is possible for anyone comfortable editing it — that is simply not what this product provides.

Up to twenty-four rows, group headings included. Beyond that a legend has stopped being a key to the page and become a document in its own right.

Labels wrap in a vertical legend, and the visual can size itself to the entries it holds. That is handled by the fit setting in the Customise panel, which is on by default, so the canvas keeps pace as you edit and can still be set by hand whenever you want a fixed size.

Yes. Background, border, corner radius, title, group heading and label colours are all yours to set, along with the type and marker sizes.

Yes. It renders identically in Power BI Desktop and in the Service for any viewer on Pro or Premium Per User capacity. Custom visuals are not available in the free tier of Power BI Service.

Yes. Once purchased, you can use the visual in any report for personal or commercial use, with your own entries. You may not resell or redistribute the raw JSON spec itself.
